When I give a player good rep, I have the ability to add a comment to this good rep. Can the player, who I gave good rep to, see my comment. If so, how do you view this comment?

I have wondered this myself, and to be honest I'm not sure...of course I don't get a lot so it makes for quick reading...lol

Yes you can goto the settings tab at the top and itll show it. It shows what post it was but not who did it

A player can only see the last 5 rep feedback that they have received.
